American Kennel Club
The American Kennel Club (AKC), founded in 1884, is an organization primarily dedicated to the registration of purebred dog breeds, but also addresses issues of dog welfare and breeding. The club avoids defining "puppy mill" but does label a commercial breeder as one who "breeds dogs as a business, for profit" and a hobby breeder as "one who breeds purebred dogs occasionally to justifiably improve the breed, not for purposes of primary income." AKC does not license breeders; however, they do inspect breeders who sell AKC-registered litters.

Canadian Kennel Club
Similarly, The Canadian Kennel Club (CKC), which includes approximately 25,000 individual members and over 700 breed clubs across Canada, is the primary registry body for purebred dogs in Canada and currently recognizes 175 breeds. The Club registers purebred dogs, regulates dog shows and performance events, and speaks out on major issues concerning dog ownership and the health and welfare of dogs across Canada.
